Chill a medium bowl in the freezer.
Whisk cream in a chilled medium size bowl until cream just starts to thicken. Add sugar and vanilla and continue to whisk on high speed until cream thickens.
Remove half the whipped cream and place in a small bowl. Add the 2 Tbsp. of chocolate syrup and cocoa powder; whisk on low speed until combined. Set aside.
Add cardamom to the first bowl of plain cream; whisk to combine. Set aside.
Layer 1/2 c. chocolate whipped cream, sliced strawberries, remaining chocolate syrup and 1⁄2 c. of cardamom whipped cream into each glass. Refrigerate until ready to serve.
Sprinkle the top of each dessert with cocoa powder and top with one whole fresh strawberry.
